CDS has evidence of another operator’s commercial build in the cluster (this may have been notified to CDS by the community, a CDS Contract supplier, or another commercial operator).

CDS gathers relevant data (so far as resources and project priorities allow) – examples may include:

– Physical site visit to view build

– Gathering further information about the other operator’s plans, funding and timescales, build plans, build resources

– Information from the community

CDS conducts verification and assessment of data (so far as resources and project priorities allow) – examples may include assessing:

– The credibility and robustness of the information on the other operator’s planned & built infrastructure, including having regard to relevant technical guidance from BDUK

– Timescales for completion of build

– Extent of properties covered by the other operator’s plans (all or partial coverage of CDS contracted premises?)

– Whether the other operator has booked street works in the area.

CDS considers whether there is a case for raising a Change Request to allow CDS to consider a potential de-scope of properties from the relevant CDS Contract.

If CDS decides there is a case for a Change Request, CDS moves to stage 2 in the process.
