Phase Two Audit Report

Pat Flaherty, Connecting Devon and Somerset Board Chair and Chief Executive of Somerset County Council said:

‘South West Audit Partnership has concluded an audit of the Connecting Devon and Somerset (CDS) phase 2 procurement, resulting in a clean bill of health for the systems and processes that were used.

The audit covered the procurement leading to the National Parks contract which was awarded to Airband and the contract for the remainder of the CDS area, which was not awarded to BT.

We are delighted to report that the audit has determined the procurement processes were robust and compliant in the case of evaluating the Airband and BT tender submissions. The Auditor has identified that there are no significant areas of non-compliance of the procurement activities undertaken by Devon County Council on behalf of the CDS Partnership, and have given no indication of procurement outcomes being reached in a non-satisfactory manner. Governance for the CDS programme, which includes a broad collaboration of elected Members and senior officers from partner authorities is in place, and will continue as the programme enters a new procurement phase.

The Auditor made a series of recommendations to further refine and improve our systems and processes which we accept in full will be implemented ahead of the launch of our new procurement.
